PA Energy Bill amendment invests $30 mil in wind energy, passes 173-28

HARRISBURG, Pa. - The House on Wednesday added more money for wind power, environmentally friendly buildings and more efficient home heating systems to a centerpiece of Gov. Ed Rendell's energy proposal.

The House also voted to earmark $25 million to help pay for new pollution-control equipment at smaller power plants that burn coal. Overall, the bill would authorize $850 million to promote cleaner energy sources such as solar manufacturing, advanced coal technologies and biofuels, and to encourage people to conserve electricity.


An amendment that passed 173-28 on Wednesday would designate $30 million for grants and loans to develop wind energy and the manufacture of wind energy turbines.


"For every dollar we spend in wind energy investment, we can leverage 12 in the private sector," said Majority Whip Keith McCall, D-Carbon.


The House also allocated $5 million for low-interest loans to people who install more energy efficient systems to heat their homes, and $25 million for high-performance "green" buildings.
Rep. Matt Smith, D-Allegheny, cited estimates that those grants will help complete more than 300 green buildings.A Republican-sponsored amendment that would have gutted the bill and replaced it with a scaled-back, $250 million program was defeated 130-70.

The bill awaits a final vote in the House. Similar legislation passed the state Senate in December.

Minnesota courts Vestas for windpower R&D facility, wind tower plant

Talking Points -- Vestas project worth a healthy investment of Morris’ energies

In 2007, the Fibrominn plant went on line in Benson. It’s far too early to tell if it will be a success story in terms of producing energy by burning turkey litter and other biomass, but the prospects appear good.

The same type of story could be played out in Morris.

Not that the city needs success stories; there are plenty to be found around here, especially lately related to renewable energy. And it’s that reputation that should be used in an attempt to lure a world-wide renewable energy giant to our backyard.

The wind turbine design and manufacturing company Vestas has expanded to the U.S. with a blade making operation in Colorado, according to Peter Wenzel Kruse, Vice President of Group Communications for Vestas Wind Systems.

The company is seeking a location for a research and development facility, and also a venue for a plant to manufacture wind turbine towers.

A decision is “not imminent,” Kruse said, but Vestas expects to choose before the end of 2008. What drives that process?

“The No. 1 criteria is people,” Kruse said.

Morris’ skyline already sports a Vestas-made wind turbine – with a second turbine approved for construction once it can be acquired -- and the University of Minnesota, Morris and the West Central Research and Outreach Center is involved in burgeoning research into not only using wind power for electrical power but eventually producing storable hydrogen fuel via wind power.

Landing an R & D outfit and a large-scale manufacturing facility would make for some well-rounded economic development for these parts.

Vestas claims to be the world’s No. 1 supplier of “modern energy solutions.” The company installed its first wind turbine in 1979, and its staff, which numbered about 60 people in 1987, today numbers 14,500 people.

Vestas has wind turbines in 63 countries on five continents. As of last summer, it had produced 33,500 turbines and boasts that it’s making one turbine every five hours, 24 hours per day.

There’s no doubting that Vestas’ move into America is a potentially lucrative one. Vestas already has more than 9,000 wind turbines in the U.S., almost twice that of its other top buyers, Germany and Denmark. In terms of megawatts of electricity produced by Vestas turbines, the U.S. ranks second behind only Germany. Given its geographic size and recent reawakening to the advantages of wind energy, the U.S. is prime growth territory.

“Overall, we will increase our presence in the U.S. considerably in the coming years,” Kruse said.

And Morris could bring to reality its own Fibrominn story.

A little background on Fibrominn: A poultry farmer from the Litchfield area was looking for ways to use the litter produced by his operation. The litter is in demand now, but several years ago poultry producers were looking for ways to use a considerable excess.

The producer came upon Fibrowatt, founded in 2000 in Pennsylvania by a management team that built three turkey litter and biomass burners in the United Kingdom in the 1990s. His contact piqued Fibrowatt’s interest and the company began exploring building a plant in Minnesota. In addition to Benson, cities such as Willmar and Litchfield were considered.

That’s when Benson went to town, so to speak, selling itself to Fibrowatt, despite it being a new concept and relatively new technology in this country.

“People were probably more open to it because they saw the success of the ethanol plant (CVEC),” said Jan Lundebrek, president of First Security Bank in Benson and a significant booster behind both projects. “I think that set the groundwork for working with this (Fibrominn).”

WEST BRANCH — Iowa Gov. Chet Culver got a look at Acciona Windpower's first American-made wind turbine and an invitation to the running of the bulls in Pamplona, Spain, here Thursday.

The new wind turbine plant turned out its first AW-1500 wind turbine last month, less than seven months after work on the company's first North American factory here began.

At a dedication ceremony Thursday, Acciona Windpower Director General Pedro Ruiz said the plant's ability to meet its rapid startup timetable "gives us great confidence for the future."

Ruiz also discussed the company's plans for a second round of investment in the plant after it reaches full production. The company plans to use the 36-acre West Branch site to begin assembling its larger 3-megawatt AW-3000 wind turbines that are now under development. A timetable for launching the product has not been announced.

The plant is the fourth worldwide production facility for Acciona Windpower, a division of Pamplona, Spain-based Acciona Energy. It is scheduled to turn out 200 turbines in 2008, and 400 units at full capacity.

The United States is a hot market for wind power. The American Wind Energy Association said total wind generation capacity in the country increased by a record 45 percent in 2007.

Acciona's parent company has become part of that boom. It recently completed its largest wind development, the 180-megawatt Tatonka wind project on the border of North Dakota and South Dakota. Acciona also has launched Nevada Solar One, a 64-megawatt solar thermal power plant that is the largest built worldwide in 17 years, Culver and University of Iowa President Sally Mason praised the company as a leader in the renewable energy industry that will help provide economic growth while addressing the issues of climate change and depletion of fossil fuels. Culver has made energy independence for Iowa one of his major goals, and Mason described the UI's goal of both reducing energy consumption by 10 percent and obtaining 15 percent of its energy from renewable sources by 2015.

Acciona Windpower invested $23 million to acquire the former Sauer-Danfoss hydraulics plant and expand it by 100,000 square feet to assemble wind turbines. The main features visible in the plant are huge 65-ton and 190-ton overhead cranes.

The facility employs 60, a number expected to gradually increase 110.

Culver traveled to Pamplona and Madrid several months ago to meet with Acciona leaders and try to interest the company's suppliers in establishing production in Iowa. Ruiz and others from Acciona were to dine Thursday night at the University of Iowa president's mansion.

Ruiz praised Culver's vision for his vision of a renewable energy economy and invited him back to Spain. "The next time, you promise that you will come for the running of the bulls," he insisted.

Plant Manager Scott Mahr said erecting the first turbine produced in West Branch outside the plant has been discussed, but no decision has been made. Shipping the enormous turbines from the plant is currently difficult because of a tight interchange curve linking it to I-80. The state plans to widen the curve in the spring. Acciona is studying interim measures to allow shipping to begin earlier.

Acciona presented a $15,000 check to the City of West Branch as a gesture of thanks.
